Founded in 1975 in Silver Spring, Maryland, by Paul Molloy and other residents who took over a closing halfway house, Oxford House emphasizes recovery, responsibility, and replication through its evidence-based model, which has been recognized by the federal government and supported by extensive research from DePaul University showing sobriety rates above 80% for residents. Each Oxford House is democratically governed by its members, who elect officers for six-month terms, share equal expenses and chores, and maintain a strict zero-tolerance policy for drug and alcohol use, with immediate expulsion for violations. Without professional managers or time limits on stays—averaging about a year but often longer—residents build self-efficacy, leadership skills, and long-term sobriety in gender-specific homes accommodating at least six people, serving diverse populations including those with co-occurring mental health issues, veterans, women with children, and individuals from various backgrounds. Oxford House, Inc., supports expansion through charters, technical assistance, and resources, fostering chapters and associations while remaining financially independent and non-professional, encouraging active participation in AA/NA alongside peer support to help members reintegrate into society, reduce recidivism, and achieve employment and stability.
